Reasons for a Federal Assessment
On January 9, 2009, it was determined that an environmental assessment was required in relation to the project because Fisheries and Oceans Canada considered taking action in relation to section 32 of the Fisheries Act and to subsection 35(2) of the Fisheries Act; Aboriginal Affairs and Northern Development Canada considered taking action in relation to subsection 28(2) of the Indian Act and because Transport Canada considered taking action in relation to paragraph 5(1)(a) of the Navigable Waters Protection Act.
Project Description (as posted in the Notice of Commencement)
Plutonic Hydro Inc. (the proponent) is proposing to construct the Bute Inlet Hydroelectric Project (the project). The project would consist of 17 run-of-river hydroelectric facilities in the vicinity of Bute Inlet. Major components include 17 run-of-river generating facilities in the area of the Southgate River, the Homantho River and the Orford River, a 230 kV/ 500 kV substation near the mouth of Southgate River, associated access roads, 216 km of 230 kV collector transmission line and 227 km of 500 kV trunk transmission line from the proposed substation to the existing 500 kV substation at Malaspina. The project would have the capacity to produce 1027 MW of electricity.
Final Decision
Pursuant to section 27 of the Canadian Environmental Assessment Act, the Minister of the Environment has decided to terminate the environmental assessment of the proposed project.
